An empirical investigation of the effects of the Structural Adjustment Programme (SAP) on deforestation in Ghana during the period 1965-95 is presented. The causes and consequences of forest loss and biodiversity loss in Ghana are investigated. Recommendations for an optimal strategy for the sustainable use of the forest are made based on: the relative importance of cocoa, maize, and timber production as causes of forest loss and biodiversity loss in Ghana; the underlying factors that have contributed to the problem; whether there is a case for trade interventions in order to mitigate the environmental effects of the trade in forest based products; and identifying the complementarities of forest conservation.
