The swampy tidal area of South Sumatra is very prospective to build the potential farming area. It's area was be hopeful to become a national rice storage, was have many constrains. In the postharvest sector, the constrains were highly rainfall at the harvesting time, man powerless, and the facility for paddy drying at the farmer level was very poor. The improving of preharvest technology that has been done since 1997, cause the increasing of paddy production per ha, so did the planting intensity. The farmer income has not increased yet because the yield price was always drop at the harvesting time. The one of the problem solving was to design the village level of rice industry. This industry will produce the best rice quality (super rice) and rice flour. At the harvesting time, the price of milling rice was always drop, but the price of super rice and rice flour remain constant. Village level of rice industry will increase the farmer's income
