Strategies for local forest and woodland management in northern Mozambique

The paper deals with present day tree and woodland utilisation and its historical dimension in Cabo Delgado Province, Mozambique, through the example of a village study. The gap betwween the legal/official situaation and the local reality and possible strategies for village/community based resource management are discussed. The village studied has a history similar to many Cabo Delgado villages: cla-based production-, settlement-and leadership-structures were altered under colonial administration and the formation of communal villages after independence. Population movements before and during the civil war caused pressure on land resources and chaanges in the de-facto-tenure. In the post-war development, part of the population has settled on its traditional clan land or has sought new land outside the village. The rolees of "community" is uncertain. Exploitation of forests is rapidly increasing. Increases are caused by expansion of agriculture and the production and sale of charcoal and construction materials as the main cashe earning options. Foresst resources have become "open access" resource and only few control mechanisms exist. The discussion of resource management models which could respondto this situation attempts an identification of local and provincial level institutions to be involved as well as implications for a revision of land and forest legislation.
