The direction of reforms of farmers' associations in Taiwan's urban areas as regional financial institutions: A case study in Hsin-Chuang Farmer's Association

The present circumstances of farmer associations in urban areas in Taiwan are characterized by : the withdrawal of members from the associations, their increasingly non-agricultural nature, their specialization in credit business, their management and acquisition of fund in non-agricultural areas and their increasingly enlarged scale. In others words, their original roles of serving the members and promoting agriculture have gradually diminished, and their status as agricultural cooperative organizations are not so clear anymore. Farmer associations in urban areas seem to be following the path to become regional financial institutions. However, how do they envision their fixture in the field? Under the recent wave of industry-wide reorganization, financial institutions have sought ways to become larger organizations and diversify their management. Significant changes in the management environment have more and more undermined the competitiveness of the farmers' associations, forcing them to considerable shifting their management style. This study, through a questionnaire survey, aimed at identifying the direction of reforms that the associations should take.
