Heilongjiang CHLJ) Province is one of the major grain production bases in China. However, compared with other provinces, the development of agribusiness is still lagging. Developing the agribusiness to produce high-value-added products as soon as possible is an important project of this province. The purpose of this study is to evaluate effective methods for the development of agribusiness. Xinhua State Farm is one of the state farms of HLJ Province, and the farm entered into a joint-venture agreement (China-Japan) with Nichimen Corporation (Japan) and set up "Xin Mian Polished White Rice Process Ltd. in 1997. In order to obtain exact data and materials, information on location in Xinhua State Farm and Nichimen Corporation was collected. The main concern of agribusiness is the production and processing of rice and other rice products. For processing and production of rice, the most advanced technology and equipment of Japan is being used. The results will show the role of the Japanese joint-venture enterprises and Xinhua State Farm was in a form of technology transfer between each other. The rice they process does not need to be washed, and is considered to be high-value-added produce. In a form of resource-seeking type, they mentioned particularly to the quality of rice. Further, much attention is paid to using renewable resources and environmental protection throughout the rice production and processing. operation. The foundation and development of this agribusiness has shown to be a good paradigm for effective development of agribusiness as a whole in Heilongjiang Province.
