[Preconditions and problems of acceleration of market transformations in agrarian sphere]

Following problems which decision provides acceleration of agrarian reforms are defined: the fullest and rational use of soil as the main means of production in agriculture and productive use of efficient labour; demanded growth of volumes of production and selling of production for stabilization and the balanced functioning of the food market; increase in delivery of production at export with the purpose of attraction of foreign currency and integration into world economic system. Creation of conditions for the expanded reproduction and updating of technical and technological base of the enterprises; transition on intensive resource-serving technologies; increase of a recoupment of consumed resources, profitable conducting of all the branches and production of competitive products; creation of a market infrastructure of selling of agrarian products; revival and development of the Belarus village, creation of favorable working conditions and life for rural workers. Preconditions of acceleration of agrarian reforms can be subdivided on external and internal. External preconditions are concluded in low level of the organization of system of managing, absence of competition which is necessary for stimulation of growth of the production efficiency, the limited opportunities of independent output of commodity producers on the domestic and foreign markets on selling of agrarian products. To internal preconditions it is possible to reffer: high resource capability and costs for agro-industry production, irrationality of system of the organization and management, low competitiveness of the made production, the out-of-date forms and methods of agricultural production, its technological backwardness, absence of sufficient experience and skills for development of the enterprise initiative
