[Place and role of state in turnover of agricultural enterpeises]

The place and role of state in the development of agricultural enterprises are determined. The system of financial support of the enterprises of agroindustrial complex is presented. Acceptable variants of subsidizing non-profitable enterprises are revealed. Composition and structure of budgetary resources directed to the development of agroindustrial complex of republic in 1997-2003 are shown. Directly through the Ministry of Agriculture and Foodstuffs from means of the republican budget eleven state target programs are financed. Largest of them are Land Reclamation, Flax, Animal Breeding, Selection and Seed-Growing. Programs Grain, Sugar, Pork, Beef and a number of others programs have been developed earlier. In 2002 the total amount of assignments for financing of target complex programs has made 16,7 billion rbl., or 20,4 % of charges of republican budget against 33,2 % in 2001. There was a reduction by 12,8 percentage items, thus actual financing considerably concedes stipulated under the plan. For example, in 2002 the state complex programs have been provided by financial resources only on 78 %. As a result of underfinancing the realization of programs is reduced, their efficiency decreases. At state regulation of the market the system of pricing becomes the main tool of an equilibration and carries out the important social function: influences on structure and volumes of use of material benefits and services, on charges, a standard of living, a living wage, the budget of family. Parity of the prices on agricultural and industrial output, developed in 1990 it was not possible to keep. Arisen in this connection disparity of prices has turned for village to the present disaster. From agriculture for years of reforms 230 bln. rbl was withdrawn. That is equivalent to 30 annual assignments of agroindustrial complex from the budget at a level 1997. For restoration of proportions 1990 agrarian sector is required more than 70 billion rbl. a year that exceeds opportunities of the country. Real realization of target complex financing of large state programs in agroindustrial complex occurs and till this day. In connection with lack of budgetary resources, and also with a view of their more effective use it is necessary to consider an opportunity of participation financing of projects.
