[Suggestions on regulation of secondary market of agricultural engineering development in agro-industrial complex of Belarus]

Economic analysis of current problems and perspectives of stabilization and development of the secondary market of agricultural engineering in the Republic of Belarus are analysed. The following suggestions of reformation of secondary market of agricultural machinery were proposed: expansion of the list of agricultural machinery and engineering transmitted to the state leasing by means of allocation for the long-term lease of the machinery of the national and foreign producers which is in good repair, second-hand or repaired; strengthening of state control over performance of obligations under state leasing agreements; rectification in customs and tax laws of the Republic of Belarus which would permit to organize procurement activities of high-tech machinery and equipment of foreign producers to the national market at a low price. Competition of the national agricultural machinery and engineering with the second-hand analogues of the best foreign producers would promote the increasing of the efficiency of agricultural engineering industry of Belarus, lowering machinery and equipment prime costs as well as increasing of their quality. Also it would increase the motivation of manufacturing plants of Belarus for the development of the secondary market of mechanical appliances of the national producers by means of partnership with repair enterprises
