[Estimation of the state support of the peasant (farm) economies and its improvement in modern conditions]

The role and importance of state of the important support in the development of farms is shown. The developed system and the level of their budgetary financing in the Republic of Belarus is estimated and directions of perfection of the centralized financing of farm sector on the returnable and irrevocable basis are offered. Centralized financial and material support of farms is carried out in various directions at the expense of means of the republican and local budgets as on returnable, and an irrevocable basis. Some of the characters of the present operating system are the following: presence of legal collisions in the current legislation; absence of algorithm and the mechanism of diversification and maneuverings by the centralized financial and material resources that leads to irrational use of resources. Within the limits of international trade agreements of the countries-participants of the WTO support of small farms is one of priority directions of internal support on whom it is not required rigid restrictions and obligations on reduction of their budgetary financing. It is based basically on financing of the works which have been not directed on increase of production (building of roads, lines of radio - and an electricity transmission, objects of water supply, gas supply, telecommunication) and is aimed at structural reorganization of agriculture. In the system of the state support of farms it is necessary to keep elements of returnable and irrevocable financing. Support on a returnable basis in the form of budgetary loans should be focused on advancing of farms and the conclusion of contracts on delivery of production for the state needs. The irrevocable basis of the centralized financing should be used for realization of the state target programs, and also in other directions. And in the long term within the limits of the international agreements and norms of the WTO it is necessary to expand target support of farmers in the direction of financing of the works connected with primary arrangement and strengthening of their material base, maintenance of information - consulting service, improvement of professional skill and retraining of personnel
