An analysis of managed private forest focusing on the expansion of lands under the article 3.4 of the Kyoto protocol

This study aims to estimate the managed private forest lands under the article 3.4 of the Kyoto Protocol (FM lands) with respect to age class; ordinary and protection forest type using the administrative data for private forest, and then to consider the policy to expand the dimensions of FM lands. In estimating the area of FM lands, forest registers and historical records of silvicultural practices in the year from 1990 to 2000 were used. Considering the way to expand the FM lands, we also analyzed the subsidy data. As a result, the major part of FM lands, except for certain kinds of protection forests, distributed in the lower age classes. And, the amount of subsidy provided for stands older than 8th age class was very small. Therefore, it had become clear that the expansion of FM lands by the subsidy would be limited within ten years. On the other hand, the present National Forest Plans are focused on developing mature forests of long rotation. Then we proposed that FM lands should be estimated as aggregated forests covered by their respective forest management plans instead of each stands on condition that the plans are implemented certainly.
