The influence of policy on sustainable agricultural land use in post independent Kenya

Use of land for productive purposes is motivated by several factors among them objectives of the land users, institutions in place and existing incentives and/or penalties associated with land use. Attaining a sustainable land use pattern therefore requires a balance among the various factors that determine land's productive use. It will th~refore vary from place to place depending on the prevailing circumstances, One such influencing factor is government policy (both agricultural and non-agricultural). Sustainable land use requires that government policies be "right". The paper therefore reviews government policies that have contributed to or hindered the attainment of sustainable land use status in post independent Kenya. The ways through which policies contribute to land use patterns discussed in the paper include public investments (infrastructure, information and technology), producer incentives and use of soil fertility enhancing inputs (fertilizers and legume seeds). It is anticipated that once this information is availed to researchers, they can develop technologies in line with the existing policy framework or during the research process, provide options that influence the formulation of policies that encourage sustainable land use.
