The research paper comprises the economic research results on the land reform process, the results of pre- reform period (1987–1990) and during the initial land reform period (1990-1995) in the districts of Latgale region. A profound analysis of the process showed that the inhabitants of Latgale had a very reserved attitude towards the opportunities to establish farms before the initiation of the reform. The authors have determined that there were particular issues of private initiatives regarding the possibilities for starting own farms during 1990-1992. This time period was specific to Latgale region, as the establishment and development of new small size farms was started during that time. During the initial land reform period, the number of land users in Latgale increased rapidly and by 1996 this number reached 75 944 land use demand applications with the average area of 8.2 ha.
