The article deals with problems of regional competitiveness. Evaluation of competitiveness not only at the national, but also at the regional level is very topical for Latvia. For the formation of the national regional policy it is very important to see the development prospects of every particular region in the future. The evaluation of regional competitiveness is difficulty, because there is no one generally accepted definition of regional competitiveness and factors determining their competitive ability. Competitiveness of the region shows the level of complex development of the territory and reflects the quality of life of its population, as well as the level of economic development of the region in general. The authors define the competitiveness of the region as the ability to satisfy people's present economic and social needs, as well as their potential needs in the future. The goal of the research is to determine the factors affecting the development of the region and to evaluate the importance of this influence. For evaluation of regional competitiveness the authors suggest to use the method of comparison of factors in pairs. This method is an expert method and it is possible to use it for comparison of the level of development of different regions. For the approbation of the model the Riga region and Zemgale region were chosen, using the demographic, economic and social factors. The application of the model proposed proved that it is necessary to solve the problem of unequal development of different regions in Latvia in a complex way; otherwise presently these disparities essentially hamper the development of Latvia on the whole.
