New 'green revolution' in the Autonomous Region of Muslim Mindanao (ARMM) through empowered Agricultural Technologists (ATs)

Technical Cooperation Project (TCP) 4 or Rice-based farming systems (Palayamanan) for the ARMM is a collaborative project of Japan International Cooperation Agency (JICA), Philippine Rice Research Institute (PhilRice), and the Department of Agriculture and Fisheries - ARMM (DAF-ARMM) together with local government units, University of Southern Mindanao (USM), and Mindanao State University(MSU). It aims to increase agricultural production in ARMM which could serve as a take off point in peace promotion. Thirteen batches of trainings on rice-based farming systems and vegetable production for 272 Agricultural Technologists (ATs) and Field Assistants assigned in the Project were conducted from February 2005 to September 2007. The ATs are the frontliners in information dissemination of agricultural knowledge in their respective areas. This paper will present the impact of the trainings conducted from 2005 to September 2007. Impact evaluation using self-administered questionnaires showed that most ATs found themselves confident in handling lectures on rice and vegetable production in the Farmers' Field School (FFSA), a weekly class of the farmer-participants of the project. They also had a knowledge gain ranging from 24 to 68 percent. Before ATs had very minimal interactions with the farmers as they were just giving technical assistance in their respective offices. In the Impact Assessment done on September to October 2007, farmer participants, who were students of ATs in the FFS across ecosystems and provinces, had significant yield increases ranging from 0.09 t/ha to 1.5 t/ha for rice. They were also generally adoptive of the technologies taught in the FFS like seedbed management and use of certified seeds. For vegetable production, farmer-participants had increased income ranging from 33.68 to 67.46 percent.
