In this thesis, agrarian policy and rural development of the Repiblic of Montenegro are analized. Two agricultural development models of Montenegro are being considered: Yugoslavian model of economic development and new model of agricultural development, after gaining independence of Montenegro. The key determinant of Yugoslavian model of economic development was industrialization. In that model, agriculture (especially in Serbia and Montenegro) was left behind. Agrarian policy was in function of production of underprice food for the population. In that period, administration was also one of the characteristics of agrarian policy. In the new model of agricultural development, which is designed in the Strategy of Food Production in Montenegro (2006), are given the foundations of modern approach to the agricultural development, agrarian policy and rural development. Beside the modern view, under the influence of the European Union, agriculture in Montenegro and agrarian policy are being followed by many problems. The root of those problems is mainly historical. Especially the crises from the end of last century, has left the negative aftermath. Great efforts and activities are necessary to overcome the inherited problems.
