Up to this time, in the suburban districts of Hanoi, there are over 40 organizations (groups, co-operatives and limited liability companies) that produce and consume the safe vegetable commodity. One of well-known models is the safe vegetable producing and consuming co-operatives at Van Noi commune, Dong Anh district. These co-operatives estimate to supply from 150-210 tons of safe vegetable with over 20 different kinds for inner districts in Ha not city. The appearance of Van Noi safe vegetable producing and consuming co-operatives is at first the result of the activity of the persons in chairman committee and members, later is the support and help from the home and international programmes and projects. However, their safe vegetable commodity's activities at present have some difficulties: Producers haven't created the stable quality yet, the internal quality management is bad, the vegetable hasn't been sold at high price and especially have difficulty in consuming. Meanwhile, Govement haven't built the quality managing system of safe vegetable commodity yet. For consumers, they hasn't had confidence in safe vegetable quality, its label isn't prestigious enough for them. Besides, the safe vegetable chain's management isn't clear: who manage, who supervise from producing to consuming. The topic Assess the organizing process of safe vegetable production and consuming aims at studying the difference between the trained safe vegetable producing process and vegetable producing practice of farmers in these co-operatives. The topic also targets at learning about safe vegetable quality managing process from production to consuming in the co-operatives. Thence, we would propose the solutions in order to improve safe vegetable commodity in the future. During studying process, the used methods to collect data are to learn about vegetable producing practice of farmers in the co-operatives, collect information on the distributing and product quality managing process from cropping to retailing of the co-operatives, collect the research data-information of the programmes and projects carried out on the regions in order to clear the existing problems of safe vegetable producing and consumption co-operatives today.
