Mountainous regions play very important role in our planet, providing almost all the main sources for existence of the present and future generations. However, the regions are also facing numerous difficulties, and the course of poverty reduction and hunger eradication requires integrated approaches. More efforts should be concerted to help mountainous farmers develop economy, while being able to preserve natural resources and environment. Scientific research and technology transfer play a crucial role in improving the agriculture and forestry productivity, making huge contribution the increase of living conditions for local farmers. In the last two decades, the rice production in the Northeast achieved the annual increase rates at 7.5 percent, and 6.5 percent in the Northwest. The yield and production of other crops have also dramatically increased. These have contributed greatly to the fast recovery of the forest acreage from 27.8 percent in 1990 to 36.5 percent in 2003. By use of environmental friendly measures, high and stable yields of upland crops were achieved, while increasing soil fertility, improving natural and protecting environment. This paper provides a comprehensive review of activities, results and future direction of agriculture and rural development in the uplands of North Vietnam with special appreciation of the contribution of scientific research and technology transfer
