Economic evaluation of environmental impacts associated with enlarging grassland fields

We economically evaluated a negative externality caused by enlarging grassland fields in the Hokkaido dairy farming region. In this paper, the external costs in the construction stage of grassland field enlargement and the benefits for reducing external costs in the farming stage were analyzed. The former was calculated from the increase of environmental loads resulting from the use of the fuels and of material consumption for construction. The latter was computed from the decrease in emission from fuels for agricultural machines. The results were summarized as follows: first, in the construction stage, the external costs were 42,928.5 yen / ha (8,585.7 yen / ha / year). Second, the benefits for reducing the external costs in the farming stage were 963.6 yen / ha / year, which was the weighted average using utilization rate of each grassland management area. Third, if all grassland fields in the Hokkaido dairy farming region were enlarged, during the period of evaluating a grassland fields enlargement project, we estimated the sum of the external costs in the construction stage at 9.44 billion yen, and the sum of benefits for reducing the external costs in the farming stage at 4.49 billion yen.
