Generički model za benchmarking javnih politika

Very often policy makers take “easier way” and decide just to copy policy solution that is recommended as “best practice”. It means, very important decisions regarding sectors are made without in-depth analysis of socio-economic environment in which it was successful. That is why, very often such policy solutions are not suitable to solve sector problem. In contrary very often such policy solutions are making more and more problems. This type of policy creation decreases efficiency of public expenditure and sometimes could endanger development of sector in question. Therefore, it is important to develop a simple, flexible managerial tool, model for benchmarking practice that will support “learning by comparing”. Consequently, a result of model application is not just simple selection of policy “best practice”. It is, in-depth, understanding what makes policy successful and how it could be adapted to fit current socio-economic context. In the scope of this paper one such model is presented and tested in the scope of benchmarking process for creation of B&H organic sector regulatory framework.
