A number of rural development projects in Latin America have been provided with their own credit funds, the aim being to give economic assistance to target groups which do not have access to formal loans and to strengthen their capital formation capabilities. In addition, it is intended to promote the social and economic independence of these basic groups. Although the credit instrument has been successful to a certain extent, it also involves serious drawbacks preventing its potential from being fully utilized. Often, the tacit hopes of donor organization, project executing agency and target groups aroused by the establishment of a loan fund diverge considerably, the fund is overtaxed for purposes other than those for which it is intended, generous loan conditions often fail to be honoured, there is no broad-based participation in decisions, lending is not based on the appropriate criteria for sustainable development and there are, furthermore, hardly any prospects for the subsequent handing over or phasing out of the credit funds. The author suggest ways of eliminating these drawbacks and of better achieving the actual aims of the credit funds. This basically involves a greater integration of the target groups, technically more efficient management and stricter demands on fund management and borrowers.
