It is pointed out that Yugoslavia does not have a general, long-term strategy of development, nor an agricultural one. In this case, the strategy for the development of water management and forestry should be in conformity with the long-term, regional strategy of agricultural development. The small number of long-term, regional strategies of development, which do exist, are subordinate to the specific needs of some branches. It is emphasized that the policy of regional agricultural development must be based on a complete and multidisciplinary approach to the agricultural complex. A combined plan of orientation for designed amelioration is given for Serbia, without provinces. Results of the study on the way the forestry agro-protected belts function in agriculture are given.
