The broad purpose of this action research project is to develop and implement a set of improved management strategies and techniques which can reduce the aggravating effects of irrigation on waterlogging and salinity; to expand the institutional capacity to effectively manage the solutions; and to maximize the role of farmers and rural communities in irrigation management for increasing agricultural production. The project content is broadly classified into three main components: 1. Operational management; 2. Institutional development; and 3. Salinity management. The research program is conducted at three large areas. The greatest effort of the Operational Management and Institutional Development components is focussed on the Punjab's Fordwah Eastern Sadiqia (FES) Irrigation and Drainage Project area where more than 200,000 ha are cultivated. The major location of the Salinity Management component is the Rechena Doab, the area between the two rivers Ravi and Chenab in the Punjab Province, where much of the project's Phase 1 research took place. This area consists of 2.3 million hectares of irrigated land. Two research activities associated with Main System Management and Salinity Management will also be conducted in the Province of Sindh, with most of the effort focusing on the Left Bank Outfall Drain (LBOA) Stage I project area having 500,000 ha of irrigated land. Almost all of the research will be conducted in collaboration with national partners, not only research institutes and universities, but more importantly with government implementing agencies, such as the provincial irrigation departments and agriculture departments along with the Federal Water and Power Development Authority.
