Distorted world market prices for food, the isolation of the regional domestic markets as a result of high transportation costs and the lack of innovation in the production of traditional food crops are listed as causes on the supply side which are frequently overlooked. Due to the tendency of partially commercialized small holdings to continue to operate along subsistence farming lines coupled with the fact that perishable foodstuffs are relatively unsuitable for transportation, the possibilities of exercising an influence on food production through price or trade policies are limited. Except for agrarian reforms, even agricultural structure policy measures do not greatly affect the type of crops produced. A smallholder-oriented innovation policy provides the most effective means of exercising an influence in this area to enable food production to be promoted in a targeted way, although results will only be produced in the long term.
