The authors present results of their research that in 1995 concerned 121 communities i.e.: 58 percent of the area of six Southern voivodeships. A questionnaire that was sent to the local administration authorities allowed authors to recognise their opinions on the issue and possibilities to overcome the problem. Authors pointed that there is a relatively large number of communities which may a key role in speeding up the region's economy.
