Details a plan of action for the fishing industry for a period of five years. Considers the following objectives 1. Securing adequate supplies for fresh fish for domestic consumption. 2. Increasing foreign exchange earnings. 3. Increasing the producers income 4. Providing employment opportunities. Discusses some of the constraints which face the industry and recommends change in the composition of fleet, training, finance and infrastructure. This document is a companion to the following paper " Fisheries management plan: Antigua and Barbuda; draft".
