Английский. The research subjects of this paper are the sociological aspects of the development of local rural communities. The paper highlights the inadequacy of previous approaches to the development of rural areas, as well as the lack of a consistent and systematic theory of rural development. Rationale of this work stems from the search for such a synthesis. In this work an attempt was made to structure the complex issue of rural development within the macro, mezzo and micro-frameworks. The analysis of the context of Serbian rural development was conducted using available research results in Serbia, analysis of certain strategic documents and policies related to rural development and secondary data sources such as statistical sources, documents of the Serbian Government and its institutions, special reports and analysis and the like. It is concluded that the development of heterogeneous local rural communities should be achieved through adequate regionalization and decentralization, which would provide much more space for governance and local initiatives and have impact on their horizontal as well as vertical integration in regional and national rural policy.

сербский. U radu se ističe neadekvatnost dosadašnjih pristupa razvoju ruralnih sredina,kao i nepostojanje konzistentne i sistematične teorije ruralnog razvoja. Ova složena problematika je raščlanjena na makro, mezo i mikro okvire, a analiza različitih aspekata ruralnog razvoja pokazala je značaj kombinacije multisektorskih mera i teritorijalne politike ruralnog razvoja u Srbiji. U radu se zaključuje da se razvoj heterogenih lokalnih seoskih zajednica treba ostvarivati adekvatnom regionalizacijom i decentralizacijom, koja bi otvorila mnogo više prostora za lokalnu samoupravu i lokalne inicijative i uticala na njihovu horizontalnu, ali i vertikalnu integraciju u regionalnu i nacionalnu ruralnu politiku.
