Estinmation of the efficiency of the controlling mechanism of dairy subcomplex of the Russian AIC | Оценка эффективности механизма регулирования молочно-продуктового подкомплекса АПК России

Theoretical questions of the maintenance of the mechanism of regulation of social and economic development, tools and the methods used in regulation of a dairy-grocery subcomplex of agrarian and industrial complex are considered. The scheme of elements of the mechanism of regulation of a dairy-grocery subcomplex is given. It is shown the target component of state regulation which includes: food independence of the country; guarantees of safety of dairy production; physical and economic availability to Russians in the volumes necessary for an active and healthy way of life. One of the basic methods of state regulation that is actively used is customs-tariff regulation. It allows protecting domestic commodity producers. Infringement of logic of the mechanism of intervention regulation of the market of milk and dairy production which demands overcoming of seasonal fluctuations of manufacture and procurement prices of milk is considered. The planned mechanism of interventions purchases on dried milk which has not started working is shown. After acceptance of technical regulations demand for dried milk has remained, and its realization became unprofitable. The estimation of tools and measures of regulation of a dairy-grocery subcomplex which testifies to absence systems in their use that leads to discrepancy and inconsistency of accepted decisions is considered. The estimation of their effectiveness is given and a direction of the further perfection is defined.

Рассмотрены теоретические вопросы содержания механизма регулирования социально-экономического развития, инструменты и методы, используемые в регулировании молочно-продуктового подкомплекса АПК. Дана схема элементов механизма регулирования молочно-продуктового подкомплекса. Показана целевая составляющая государственного регулирования, которая включает в себя продовольственную независимость страны; гарантии безопасности молочной продукции; физическую и экономическую доступность для россиян в объемах, необходимых для активного и здорового образа жизни. Одним из основных методов государственного регулирования, который активно используется, является таможенно-тарифное регулирование. Именно оно позволяет защитить отечественных товаропроизводителей. Рассмотрено нарушение логики механизма интервенционного регулирования рынка молока и молочной продукции, которая требует преодоления сезонных колебаний производства и закупочных цен на молоко. Показан запланированный механизм интервентных закупок по сухому молоку, который так и не стал работать, а после принятия технического регламента спрос на сухое молоко сохранился, и его реализация стала убыточна. Рассмотрена оценка инструментов и мер регулирования молочно-продуктового подкомплекса, которая свидетельствует об отсутствии системности в их использовании, что приводит к противоречивости и непоследовательности принимаемых решений. Дана оценка их действенности и определены направления дальнейшего совершенствования.
