Principles of aid effectiveness in everyday practice: Georgia and Indonesia

The intention of the study is to demonstrate the functioning of certain factors of aid effectiveness in the area of Agriculture and Rural Development (ARD) by using specific examples - in this instance two rural livelihood projects. The methodology is based on the principles of the Paris Declaration - namely ownership; alignment; harmonisation; management for results and mutual accountability. <br /><br />The paper offers a number of conclusions, including: When reflecting on the issue of development program ownership, it is necessary to include the local population and civil society groups already at the stage of community planning and participatory project identification<br /> There are frequent problems related to the alignment to national strategies due to the incompatibility of these strategies with real sector priorities or other stakeholders’ priorities<br /> Harmonisation of development programs at the state level, and strict but unified procedures required by the donors, may lead to exclusion of various marginalised groups<br /> Regarding management for results, CSO management has to start by building CSO capacities and ensuring communication between CSOs and public administration representatives. The rights and obligations of individual stakeholders and mechanisms of responsibilities for the results must be clear beforehand<br /> Joint or mutual responsibility is not only the responsibility for narrative or financial reporting, but also the responsibility with respect to beneficiaries and for the development of true partnerships. <br /><br /><br />
