Cinderella's slipper: sondeo surveys and technology fairs for gauging demand

This paper reports on the findings and recommendations of the INNOVA project (strengthening technology innovation systems in potato-based agriculture in Bolivia). Sondeo (informal) surveys were carried out in three smallholder communities in Bolivia, to gauge the implicit demand for agricultural technologies. In addition, technology fairs were organised to present the almost-ready technology to smallholder communities.Findings of the research include:the technology fairs confirmed that INNOVA’s technology did meet many demands for research, and together with the sondeos improved the understanding of demandfarmers did not necessarily respond to the technology that most closely addressed their explicit demands as identified in the sondeos, but rather to the one that was most convincingly presentedit is difficult for many people, including poor farmers, to define all the new technology needed before they have seen itadequately capturing demand requires combining a range of methods like sondeos and fairs, moving from the notion of capturing demand as an event to an on-going interactive process.The paper makes the following policy recommendations:research and development funding for family farms should support some research for new technology that smallholder farmers have not explicitly requestedcompetitively-funded systems such as the Bolivian Agricultural Technology System needs to incorporate concepts of demand.[adapted from author]
