Английский. The article considers advantages and risks for agriculture which are connected with the WTO accession by Russia. A cost growth of agricultural products depends on many unregulated factors which significantly reduce competitiveness of agricultural production and related industries. The food import growing up from reform beginning inflicted a huge damage to the domestic agriculture. Now it reaches a total of 40% and 70 – 80% in large cities and industrial centers, which is far beyond food (the threshold is 17%) and national security of the country. A low profitability, a loss ratio and high excessive lending of agricultural organizations and collective farms, absence of modern preserving and non-waste processing facilities in them, as well as in the modern road and transport infrastructure, shortage of personnel, incompleteness of land reform, high taxes and interest on loans, a weak state support of domestic agricultural producers do not allow to compete on an equal footing with farms of the developed countries. Harmonization of domestic energy prices to the level of the world ones is fraught with their growth for electricity, fuels and lubricants and fertilizers up to 35 – 40%. Export opportunities for agricultural raw materials and products from Russia will be limited in connection with the abolition of export subsidies, Reduction of state support of agriculture to 4.4 billions by 2018 may suspend the implementation of many target programs developed for the period up to 2020. Importers of food and officiary will benefit from the the WTO accession by Russia and their profit will increase by 10 – 15%. By ratifying the agreement on accession to the WTO, Russia must reduce and cancel subsidies for agricultural production, direct payments and grants; concessional lending and debt relief; compensation of part of expenses on the acquisition of material and technical resources; price support for agricultural producers; privileges for transportation of agricultural products and etc. When Russia enters the WTO, the import of foods will increase up to 55 – 60%, which will lead to a growth of unemployment in agriculture and related industries, will put our country into full dependence on foreign supplies, will undermine the food and national securities.

Русский. Рассмотрены преимущества и риски для сельского хозяйства при присоединении РФ к ВТО. В сельском хозяйстве рост себестоимости продукции зависит от множества не регулируемых факторов, что значительно снижает его конкурентоспособность. Возросший с начала реформ импорт продовольствия нанес огромный ущерб отечественному сельскому хозяйству. Сейчас объем импорта достигает в целом 40% и 70-80% – в крупных городах и промышленных центрах, что превышает пределы продовольственной (порог – 17%) и национальной безопасности страны. Низкая рентабельность, убыточность и высокая закредитованность с.-х. организаций и крестьянских (фермерских) хозяйств, отсутствие в них современных сохраняющих и безотходных перерабатывающих производств, а также дорожной и транспортной инфраструктуры, кадровый голод, незавершённость земельной реформы, высокие налоги и проценты по кредитам, слабая государственная поддержка отечественных сельхозтоваропроизводителей не позволяют им на равных конкурировать с фермерскими хозяйствами развитых стран мира. Приведение внутренних цен на энергоносители к уровню мировых чревато ростом цен на электроэнергию, ГСМ и удобрения до 35–40%. В связи с отменой экспортных субсидий будут ограничены возможности экспорта сельхозсырья и продуктов его переработки из РФ. Снижение господдержки сельского хозяйства до 4,4 млрд долл. в 2018 г. и далее может приостановить реализацию многих целевых программ, разработанных на период до 2020 года. От вступления РФ в ВТО выиграют импортеры продовольствия и чиновники, прибыль которых увеличится на 10–15%. Ратифицируя соглашение о вступлении в ВТО, РФ должна сократить или отменить дотации на производство сельхозпродукции, прямые платежи и субсидии; льготное кредитование и списание долгов; компенсации части затрат на приобретение материально-технических средств; ценовую поддержку сельхозтоваропроизводителей; льготы на транспортировку сельхозпродукции и др. При вступлении РФ в ВТО импорт продуктов питания возрастет до 55–60%, что приведет к росту безработицы в АПК и смежных отраслях, поставит нашу страну в полную зависимость от зарубежных поставок, подорвет продовольственную и национальную безопасность.
