Benchmarking of public services provided by municipalities in the V4 countries

The objective of the publication Benchmarking of Public Services Provided by the Municipalities in the V4 Countries is to contribute to increasing of the efficiency and quality of processes connected to the public services (so called communal services) on the local level in the V4 countries. The issues dealing with efficiency and quality of public services management have been a subject of discussion already for some time, although, unified methodology for systematic decision making about the most efficient forms of public services still have not been adopted. What is more, a complex research about this field has not been conducted yet in the V4 countries which have specific economical and political features. That is the reason why a comparative analysis focusing on the evaluation of public expenditures spent on selected public services in the V4 countries is the subject of this monograph. Evaluation of the efficiency and quality of the local public services has increasing importance for the municipalities. The municipality is the entity which decides about the form of the service provision, the provider and the resources for their provision for ensuring the highest efficiency. The objective of the monograph is to analyze the current situation in this area within the V4 countries as well as to find out whether contracting of the local public services is more efficient solution in comparison with the internal provision of these services. The research results can serve as an impulse for further development of the theory of public expenditures as well as an inspiration for increasing efficiency of public services in practice.
