Agricultural insurance with state support is in favor of insurers. Whether it will be? | Агрострахование с государственной поддержкой в пользу страховщиков. Так и будет?

Английский. The existing at present conditions and the mechanism for insuring farm crops harvest causes the refusal in majority of agricultural commodity producers. There have been performed the study of cropping power in basic farm crops from 1947 to 2010. It becomes clear that in a number of regions for the whole period of surveillance, there was no reduction of average cropping power by 30% and higher against the average cropping power for previous 5 years corresponding to the size of conditional franchise, but in other regions it was marked seldom. The following conclusions are made that: the probabilities of appearing insurance case (a 30% decline of the cropping power is extremely small; the current tariffs are excessive; set extremely roughly (entirely across the region, in average across the group of crops). Proposed are a model, and software, which permit to calculate for each insurer the net-tariff in 2 variants on the basis of cropping power dynamics. It is proposed to direct the money, which is the state support, directly to commodity producers in their special accounts in the Rossel'khozbank before the start of winter crops sowing (not later than in August) and before the start of spring sowing operations (not late than in March). The commodity producers may take the money from given special account only in favor of insurer for paying the insurance premium (IP) at concluding the insurance agreement. In case of ceasing the agreement ahead of schedule, the IP is not returned to owner of insurance. In order to avoid abuse, the payments on the side of the owner of insurance, not exceeding the size of the IP (and perchaps its double size), will be directed by the owner of insurance only to special account of insurer, intended for payment of the IP. In case of appearing emergency situations, the state may permit the commodity producers to use the money, accumulated in sufficient volume and not employed for insurance, for other production needs.

Русский. Ныне действующие условия и механизм страхования урожая с.-х. культур встречает неприятие у большинства с.-х. товаропроизводителей. Проведено исследование урожайности основных с.-х. культур за период с 1947 по 2010 год. Выяснилось, что в ряде регионов за весь период наблюдений не было снижения урожайности на 30% и более против средней за предыдущие 5 лет, соответствующего размеру условной франшизы, в других регионах оно отмечалось редко. Сделаны выводы, что вероятность наступления страхового случая (снижения урожайности на 30%) крайне мала, а актуальные тарифы завышены и установлены чрезвычайно грубо (в целом по региону, в среднем по группе культур). Предложены модель и программное обеспечение, позволяющие на основе динамики урожайности рассчитать для каждого страхователя нетто­тариф в 2 вариантах. Предлагается денежные средства, составляющие государственную поддержку, направлять непосредственно товаропроизводителям на их специальные счета в "Россельхозбанке" перед началом сева озимых культур (не позднее августа) и перед началом весенних полевых работ (не позднее марта). С данного спецсчета товаропроизводители могут снимать денежные средства только в пользу страховщика на оплату страхового взноса (СВ) при заключении договора страхования. При досрочном прекращении договора уплаченный СВ страхователю не возвращается. Чтобы избежать злоупотреблений, выплаты со стороны страховщика, не превышающие размер СВ (возможно, двукратного его размера), направляются страховщиком только на специальный счет страхователя, предназначенный для уплаты СВ. При возникновении чрезвычайных ситуаций государство может разрешить товаропроизводителям накопленные в достаточном объеме и неиспользованные на страхование средства расходовать на иные производственные нужды.
