The paper describes briefly the developments leading to the proposal and adoption of forest certification as a market-linked tool to promote sustainable forest management at the international level, and the establishment of the Malaysan Timber Certification Council (MTCC) as an independent organisation to develop and operate a voluntary and independent national timber certification scheme in Malaysia. The need for timber and timber products to be dourced from sustainability managed forests has to be addressed in view of the growing concern on the current state of the forests and their importance towards fulfilling societal needs including biodiversity conservation and the well-being of the environment. This is also clearly reflected in the demand for the use of certified timber products in public and private sector timber procurement policies of many environmentally and socially sensitive markets such as in Europe. The paper elaborates the role of forest certification in enhancing forest management practices and biodiversity conservation in Malaysia with special reference to the implementation of the MTCC scheme since October 2001.
