Development of the domestic market of material and technical resources and agricultural machinery | Развитие отечественного рынка материально-технических ресурсов и сельскохозяйственной техники

Русский. Цель исследования – определить особенности развития отечественного рынка материально-технических ресурсов и сельскохозяйственной техники в условиях норм и правил ВТО. Отечественное производство сельскохозяйственной техники, несмотря на вступление России во Всемирную торговую организацию и другие риски и трудности, связанные с этим существует и развивается, зачастую в сотрудничестве с передовыми зарубежными фирмами. Приведен статистический анализ, связанный с раскрываемой проблемой. Дают долгосрочные и среднесрочные прогнозы на перспективу. Выпуск сельхозтехники с необходимыми техническими и технологическими требованиями возможен при решении следующих задач: стабилизации и увеличения уровня производства сельскохозяйственной техники на предприятиях России (1-2 года); внедрение программы локализации производства техники, узлов и агрегатов; дальнейшее увеличение производства техники, начало модернизации производства техники (2-3 года); внедрение новых технических регламентов по технике (3-4 года); расширение программы НИОКР по разработке и внедрению новых образцов и моделей техники в АПК России; расширение производства техники, отвечающей рекомендованным требованиям (1-2 года); увеличение инвестиций в производство техники, дальнейшее расширение производства и внедрение техники, отвечающей рекомендованным требованиям (4-5 лет); расширение внедрения техники, отвечающей рекомендованным требованиям (5-6 лет). В настоящее время ситуация складывается следующим образом: за первое полугодие 2013 года объём производства сельхозтехники составил 36,6 млрд. рублей – это на 18% меньше, чем за аналогичный период 2012 года. Также и с реализацией. Если за 6 месяцев 2012 года (январь-июнь) было отгружено продукции на 32,9 млрд. рублей, то в 2013 году на 12% меньше. И это по всем видам оборудования. По результатам проведенных исследований авторы делают вывод о том, что через 10-15 лет в России возможно производство конкурентоспособной сельскохозяйственной техники, как для внутреннего рынка, так и для экспорта.

The aim of this research is to identify peculiarities of development of the domestic market of material and technical resources and agricultural machinery under the WTO rules and regulations. Domestic production of agricultural machinery, despite Russia's join the World Trade Organization and other risks and difficulties after this fact, exists and develops, often in collaboration with leading foreign companies. Profound statistical analysis of this problem is given. They give long-term and medium-term estimations for the future. Production of agricultural machinery with all necessary technical and technological requirements is possible after solution of the following tasks: stabilization and increase of production of agricultural machinery at plants in Russia (1-2 years); introduction of a localization program of production of machinery, components and units; further increase of machinery production, beginning of modernization of machinery production (2-3 years); introduction of new technical regulations on machinery (3-4 years); expansion of R & D program on development and introduction of new designs and models of machinery in Russian agribusiness; expansion of machinery production that meets the recommended requirements (1-2 years); increase of investments in machinery production, further expansion of production and introduction of machinery that meets the recommended requirements (4-5 years); expansion of machinery introduction that meets the recommended requirements (5-6 years). At the moment there is a following situation: for the first half of 2013 the production volume of agricultural machinery was 36.6 billion rubles, this is 18% less than for the same period of 2012. The same situation is with its sale. During 6 months of 2012 (January-June) production for 32.9 billion rubles was sold, in 2013 it was 12% less. This concerns all types of equipment. On the basis of the conducted researches, the authors conclude that in Russia in 10-15 years it will be possible to produce competitive agricultural machinery as for the domestic market as for export.
