Good sensor placement is essential for efficient forest fire detection. At present, the problem can be reworded as choosing a cellular tower subset for deploying the optimal forest fire detection system. Several optimization criteria and approaches are under consideration. It is shown that informal technique based on experience gives better results than stochastic placement but in general is worse than formal method formulating and solving the problem as optimal decision making. Experimental results are obtained for one of regions of Russia. Automatic and manual approaches for incipient forest fire detection are compared. Key forest fire detection system indicators are worked out. Manual detection processes are proved to be of low-efficiency and advantages of automated detection are denoted.
