In course of the research there was studied the principles of environmental regulation of anthropogenic impact on soil cover of landscapes of Belarus. The detailed characterization and description of the conditions for their implementation were given in the framework of development of the state system of environmental regulation. Observance of the described principles and realization of actions for realization of the ecological rationing concept will make it possible to fix legislatively in the future a scientific substantiation of admissible technogenic loading on soils and soil cover in agro landscapes for steady land tenure against food and ecological safety of Belarus. In the Republic of Belarus by present time the huge analytical material by results of research of granulometric compound, physical and chemical properties, density, structurally-modular structure, mineralogical and total chemical structures, humus conditions of soils which can form information base during working out of the state system of ecological rationing of soil quality and soil cover and admissible technogenic loading on them is saved up. As the first step to introduction in practice of adaptive-landscape systems of agriculture in agro landscapes application of the geosystem approach allowing on the basis of typified soil combinations, possessing unity of resource potential and reaction to technogenic influences can serve, to reach a conceptual coordination of existing approaches to an estimation of soil condition and ecological rationing of loadings on soil cover.
