Features of modern rural employment (with the example of the Saratov region) | Особенности современной сельской занятости (на примере Саратовской области)

Русский. Исследование проводили в 2012-2014 гг. Проанализировали актуальные проблемы сельского рынка труда - снижение сельскохозяйственной занятости при незначительном предложении несельскохозяйственных вакансий, рост неформальной занятости и отходничества. Исследование проведено с использованием данных Росстата, отчетности региональных ведомств по занятости населения, материалов сплошного обследования населения 3-х сел Саратовской области разного типа. Обследованные села различались по ряду признаков: местоположение, наличие крупного работодателя, наличие федеральной трассы, тип экономики. Оценено развитие неформальной экономики в пригородных селах, включающей производство с.-х. продукции для торговли в городе, сферу услуг рекреационной зоны для горожан и др. Выявлена заниженная роль районных городов в обеспечении занятости сельского населения. Выявлен высокий уровень отходничества и оттока молодежи из сёл независимо от их размера, местоположения и состояния экономики, объясняемый не столько ограниченным рынком труда, сколько низким качеством жизни и инфраструктурными проблемами. Удельный вес аграрного сектора в структуре занятости сельских жителей сокращается. Работа в аграрном секторе не пользуется популярностью у молодежи. Центрами притяжения для сельского населения являются столица и бурно растущие города, в которых ведется активное строительство. Излишняя централизация экономики РФ, инфраструктурные проблемы, низкое качество жизни сдерживают развитие сельской местности и способствуют оттоку населения из нее. Стратегия создания многоотраслевой сельской экономики без решения широкого круга проблем социокультурного характера не решит задачи удержания населения в сельской местности.

Английский. The study was conducted in 2012-2014. The urgent problems of the rural labor market have been analyzed – reduction of the agricultural employment in the presence of insignificant proposal of non-agrarian jobs, growth of the informal employment and seasonal work. The research has been conducted with the use of the statistics of Rosstat, reports of the regional offices of employment, materials of the complete census of the population in the 3 villages of the Saratov region of the different types. The surveyed villages differed in a number of signs: location, presence of the large employer, existence of the federal highway, economy type. The role of the development of the informal economy in suburban villages including production of agricultural products for trade in the city, sphere of services of recreational areas for residents was evaluated. The understated role of the district towns in providing the employment of rural population was revealed. The high level of seasonal work and outflow of young people from villages regardless of their dimensions, locations and economic condition explained by not so much limited labor-market as poor quality of life and infrastructure problems were revealed. The specific weight of the agrarian sector in structure of employment of villagers reduces. Work in agrarian sector doesn't enjoy popularity with youth. The centers of gravity for country people are the capital and intensively growing cities in which active construction is conducted. Excessive centralization of economy of the Russian Federation, infrastructure problems, poor quality of life constrain development of rural areas and promote outflow of the population from it. Strategy of creation of diversified rural economy without solution of a wide range of problems of social and cultural character won't solve the problem of deduction of the population in rural areas.
