Английский. The scientific basis of import substitution in horticulture are considered as a priority direction of modern agricultural science. Numerous studies of the biochemical composition of fruits and berries produced in the territory of the Russian Federation attest about their high antioxidative activity and other rich content of phytonutrients. Russia currently has to import 7 million tons of fruits and berries (excluding citrus fruit and grapes). In accordance with the questions planned in the State Program of development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013-2020 years, aimed at import substitution, the main stages of the accelerating of production of high quality of domestic products are described, a number of measures aimed at the implementation of scientifically justified system of Russia nursery management developed by specialized institutions is proposed. The calculations are presented by areas of the annual landing of intensive plantations until 2020, and by the number of domestic certified seedlings needed for the implementation of the state program. Information on the arrangements for the establishment of modern fruit storage of sufficient capacity and projects under the Ministry of Agriculture of the Russian Federation for reimbursement of direct costs incurred to create and modernize the objects of agro-industrial complex is provided. The conclusion was that the role of innovative scientific research is quite important in the implementation of the new state support measures directed on import substitution.

Русский. Рассмотрены научные основы импортозамещения в садоводстве как приоритетного направления современной аграрной науки. Многочисленные исследования биохимического состава плодов и ягод, полученных на территории РФ, свидетельствуют об их высокой антиоксидантной активности и богатом содержании других фитонутриентов. Россия в настоящее время вынуждена импортировать 7 млн т плодов и ягод (не считая цитрусовых и винограда). В соответствии с намеченными в Государственной программе развития сельского хозяйства и регулирования рынков с.-х. продукции, сырья и продовольствия на 2013-2020 гг. вопросами, направленными на импортозамещение, рассмотрены основные этапы ускорения производства высококачественной отечественной продукции, предлагается ряд мер по внедрению научно-обоснованной системы ведения питомниководства РФ, разработанных профильными институтами. Приведены расчёты по площадям ежегодной закладки интенсивных насаждений до 2020 г. и количеству необходимых для выполнения государственной программы отечественных сертифицированных саженцев, дана информация о мерах по созданию современных плодохранилищ достаточной мощности и проектах при Министерстве сельского хозяйства РФ на возмещение части прямых понесённых затрат на создание и модернизацию объектов АПК. Сделан вывод, что в реализации новых мер государственной поддержки, направленных на импортозамещение, достаточно важна роль инновационных научных разработок.
