Импортозамещение в контексте гармонизации агропродовольственной сферы России | Import substitution in the context of harmonization of the agro-food sphere of Russia

Русский. Рассматривается ситуация на рынке продовольствия РФ после введения в августе 2014 г. эмбарго для стран ЕС, США и др. Целью исследования является поиск путей гармоничного сочетания различных элементов и механизмов в агропродовольственной сфере. Проведен анализ динамики импорта с.-х. сырья и продовольствия, а также структуры и динамики ресурсов мясных и молочных продуктов как основных видов импортируемого продовольствия за 2010-2014 гг. Источником данных для анализа послужили отчетность Росстата и таможенной статистики. Поквартальная динамика включала также географию поставок продовольствия из стран дальнего и ближнего зарубежья, а также сведения об отечественном производстве по этим видам продуктов. Показано, что произошло не только снижение уровня поставок, но и замена одних стран-импортеров на другие. Сделан вывод, что импортозамещение, которое произошло в результате введения санкций, является вынужденным и объясняется нехваткой отечественных продовольственных ресурсов. Россия является выгодным рынком сбыта для мировых производителей продовольствия и с.-х. сырья, поэтому за каждый его сегмент идет борьба. В то же время замещение импортных продуктов питания на отечественные должно разумно сочетаться с наращиванием экспорта по конкурентоспособным видам продукции (свинине, мясу птицы). Выявлена необходимость в долгосрочном осуществлении политики протекционизма в агропродовольственной сфере.

Discussed is the situation on the food market of RF since the introduction in August 2014 embargo for EU countries, USA, etc. The main goal of the study is to find ways of harmonious combination of different elements and mechanisms in the agro-food sphere. An analysis of import dynamics of agricultural raw materials and foodstuffs, as well as the structure and dynamics of resources of meat and dairy products as the main types of imported foodstuffs for 2010-2014 was conducted. The data source for the analysis was the reporting of statistics of Federal customs service and Federal service of state statistics. Quarterly dynamics also included the geography of the food supply from countries near and far abroad as well as information about domestic production for these types of products. It is shown that not only has there been a decrease in the level of supply, but the replacement of some of the importing countries on the other. A conclusion has been made that the import substitution, that occurred as a result of sanctions, is forced and due to the lack of domestic food resources. Russian is a profitable outlet market for world food producers and agricultural raw materials, that is why, there is a battle going for each segment thereof. At the same time the replacement of imported foods in the domestic should to be balanced with increased exports of competitive products (pork, poultry meat). The need has been revealed for long-term policy of protectionism in agro-food sphere.
