Анализ и оценка воспроизводства основных средств в сельхозорганизациях | Analyzing and assessing the reproduction of fixed assets in agricultural organizations

Русский. Проанализирована ситуация в сфере долгосрочных инвестиций в с.-х. организации РФ. Сравнивали данные Росстата за 2008 г. и 2013 г. Выявлена положительная динамика инвестиционной деятельности: превышение поступления основных средств над выбытием, рост стоимости основных средств. Дефлированные годовые объемы денежных средств, выделенных на инвестиционные цели в 2013 г., соответствуют приблизительно уровню 2008 г. Однако настораживает устойчивая тенденция снижения капиталоотдачи. В настоящее время основными источниками инвестиций являются долгосрочные кредиты (49% в общей сумме финансирования), амортизация (16%) и прибыль (10%). От того, как будут изменяться величины этих источников, зависит решение проблемы активизации инвестиционной деятельности. В сфере кредитования не видно признаков, позволяющих надеяться на снижение процентных ставок, облегчение доступа к банковским кредитам и решение проблемы "длинных денег". Если не изменится финансово-кредитная политика, объем кредитов для финансирования долгосрочных инвестиций будет предположительно снижаться по абсолютной величине. Увеличение первоначальной стоимости основных средств будет обусловливать рост амортизации. С другой стороны, ситуация в сфере кредитования заставит увеличивать долю амортизации, используемую не по целевому назначению, которая и сейчас сравнительно велика (около 35% в 2013 г.). Поэтому роль амортизации как источника инвестиций вряд ли будет существенно меняться. Повышение роли прибыли едва ли возможно без усиления дотационной поддержки отдельных сфер производства. Реальными препятствиями являются сложности формирования доходной части госбюджета и ограничения ВТО. В целом, в обозримой перспективе наиболее вероятно ослабление инвестиционной активности, поэтому возрастет значимость лизинга.

Английский. The situation in the long-term investments in the RF agricultural organization has been analyzed. The data of the Federal State Statistics Service for 2008 and 2013 were compared. A positive dynamic of the investing activity has been found out: the excess of the acquisition of assets over the assets disposal, growing the value of fixed assets. Deflated annual volumes of monetary means, allocated for investing purposes in 2013, correspond approximately to the level of 2008. However, the stable trend of reducing the capital repayment is made uneasy. At present the main sources of investments are long-term credits (49% in total sum of financing), amortization (16%) and profit (10%). On how values of those sources will be changed, resolving the problem of the stepping up of the investing activity depends. In the sphere of crediting there are no visible signs, which permit hoping for reduced percentage rates, easy approach to bank credits and solving the problem of "long money". If the financial-crediting policy is not changed, the volume of credits for financing long-term investments will supposedly be reduced in the absolute value. Increasing the initial value of fixed assets will stipulate the growth of the amortization. On the other hand, the situation in the sphere of crediting will force increasing the portion of the amortization, used not according to the intended purpose, which is at present comparatively high (about 35% in 2013). That is why the role of the amortization as a source of investments unlikely will be essentially changing. Raising the role of profit is hardly possible without enhancing the grant support for separate spheres of production. Real obstacles are complexities of forming the income part of the state budget and WTO restrictions. As a whole, in the visible perspective the most probable is loosening the investing activity, so, the significance of leasing increases.
