Evaluation of biological actives as the instrument of the mechanism for reproducing processes in the AIC | Оценка биологических активов как инструмент механизма воспроизводственных процессов в АПК

Английский. The realization of the management function (including agricultural production) supposes using reliable accounting and analytical information. The principles of forming this information in modern economic conditions need changing, as the existing model of sector-specific (agricultural) accounting records is already not adequate to market principles of managing the processes of the economic reproduction and requirements of the economic practice. During valuating the actives there are recognized three basic modifications: past, present and future one. A methodologically substantiated estimation will allow controlling the production efficiency. It is necessary to estimate the biological assets (BA) according to the fair value (FV). Applied to the domestic agricultural practice FV may be considered as the market price minus proposed sale expenses. Indeed, the existing rules of international financial reporting standards (IFRS) №41 "Agriculture" does not explain what envisaged sale expenses constitute. Probably, the question is here the market price, which must be not corrected with reference of sale (in the given case, transaction) expenses. The advantages of FV evaluation are distinguished. It allows reliably assessing the financial state of an organization, forecasting its future money streams; it is possible operating the relevant information during making various managerial decisions; from the results of current reporting periods and during the last year from the results of biotransforming BA it is possible to evaluate the business activity of managers with different management levels; there are created conditions for conducting more based and deep analysis as in the section of separate BA from the viewpoint of their economic benefit and as a whole analyzing the financial-economic activity of an economic subject, both comparative and dynamic one. The model of valuating BA by FV possesses the usefulness and systemacity, it may raise the level of satisfying information preferences for different categories of users.

Русский. Реализация функции управления (в т.ч. с.-х. производством) предполагает использование достоверной учетно-аналитической информации. Принципы формирования этой информации в современных экономических условиях нуждаются в изменении, т.к. существующая модель отраслевого (сельскохозяйственного) бухгалтерского учета уже не адекватна рыночным принципам управления процессами экономического воспроизводства и требованиям хозяйственной практики. При оценке активов признаны три основные модификации: прошлая, настоящая и будущая. Методологически обоснованная оценка позволит управлять эффективностью производства. Необходимо проводить оценку биологических активов (БА) по справедливой стоимости (СС). Применительно к отечественной с.-х. практике СС можно рассматривать как рыночную цену за вычетом предполагаемых сбытовых расходов. Правда, существующие правила финансовой отчетности (МСФО (IFRS) №41 "Сельское хозяйство") не поясняют, что представляют собой предполагаемые сбытовые расходы. Вероятно, речь идет о рыночной цене, которая не должна корректироваться с учетом сбытовых (в данном случае трансакционных) издержек. Выделены преимущеста оценки по СС. Она позволяет достоверно оценить финансовое положение организации, прогнозировать ее будущие денежные потоки; при принятии управленческих решений можно оперировать релевантной информацией; по итогам текущих отчетных периодов и за истекший год по результатам биотрансформации БА можно оценивать деловую активность менеджеров различных уровней управления; создаются условия для проведения более обоснованного и глубокого анализа как в разрезе отдельных видов БА с точки зрения их экономической выгоды, так и в целом анализа финансово-хозяйственной деятельности субъекта хозяйствования, причем как сравнительного, так и динамического. Модель оценки БА по СС обладает полезностью и системностью, она может повысить уровень удовлетворения информационных предпочтений различных категорий пользователей.
