The current state of government support for agriculture in Russia | Современное состояние государственной поддержки сельского хозяйства России

An economic analysis (mainly of the data for 2014-2015) of the directions of the state support to the Russian AIC carried out in the framework of the government program of agricultural development and regulation of the markets agricultural products, raw materials and food for 2013-2020. The system of priorities for agricultural development in Russia has been identified: import substitution in the most important segments of the food market, the growth of the level of profitability of agricultural production, technological modernization of the agrarian industries. The level of execution the main indicators of efficiency of the government programs of agricultural development, implemented in Russia in the period 2008-2014 often was significantly below the planned one. Especially great deviations were in terms of physical volume of investments to the capital stock of agriculture. In 2014 threshold food safety values were reached for the main groups of foods excluding milk and milk products. Presented is an analysis of dynamics of volume and structural characteristics of the state support to agricultural producers in the various government programs and sub-programs of the Russian AIC. It has been found that the state support of agriculture in Russia is characterized by a much smaller variety of directions and the size than in the leading Western countries with developed agriculture. In 2014 as compared to 2013 the volumes of interest rate subsidies for sort-term credits for developing the plant production declined, but the investment credits - rose. It is necessary to improve the system of state support to the domestic agroeconomy.

Проведен (в основном по данным за 2014-2015 гг.) экономический анализ направлений государственной поддержки российского АПК, осуществляемых в рамках государственной программы развития сельского хозяйства и регулирования рынков с.-х. продукции, сырья и продовольствия на 2013-2020 гг. Выявлена система приоритетов развития сельского хозяйства в России: импортозамещение в наиболее важных сегментах продовольственного рынка, рост уровня доходности с.-х. производства, технико-технологическая модернизацию аграрных отраслей. Уровень выполнения основных индикативных показателей эффективности государственных программ развития сельского хозяйства, реализуемых в России в период 2008-2014 гг., часто был значительно ниже запланированного. Особенно большие отклонения были в части физического объема инвестиций в основной капитал сельского хозяйства. В 2014 г. были достигнуты пороговые значения показателей продовольственной безопасности по основным группам продуктов, за исключением молока и молочных продуктов. Проведен анализ динамики объемно-структурных характеристик государственной поддержки с.-х. товаропроизводителей в рамках различных государственных программ и подпрограмм развития российского АПК. Установлено, что по разнообразию направлений и размеру государственной поддержки АПК Россия значительно уступает ведущим странам Запада с развитым сельским хозяйством. В 2014 г. по сравнению с 2013 г. упали объемы субсидирования процентных ставок по краткосрочным кредитам на развитие растениеводства, но возросли – по инвестиционным. Необходимо совершенствование системы государственной поддержки отечественной агроэкономики.
