Domestic agrarian economic science: there are more questions than answers | Отечественная аграрная экономическая наука: вопросов больше, чем ответов

Английский. The problems of Russian agrarian economic science, as of 2017, are disclosed and the main directions of its development are given. A number of proposals were made related to the improvement of the activities of agrarian economic scientific research institutes, planning and methodology for conducting scientific research on the agrarian economy and their coordination. It is noted that domestic agrarian economic science is experiencing a transition period with all the ensuing difficulties and uncertainties. Traditionally, the role of agrarian economic science is to identify and develop a system of effective organizational and economic measures to prevent, partially eliminate, eliminate or mitigate negative trends in the development of the agroindustrial complex, to activate state agrarian policy in order to ensure national food security and improve the living standards of the rural population. Therefore, without the development of a new agrarian policy and without giving it an official state status, separate scientific developments that are not legally supported by the necessary state funding have a relatively low probability of practical realization. In ongoing agrarian economic research study of the prospects for the development of the agrarian sphere of the economy is insufficient due to an underestimation of the theoretical justification for the reforms being carried out. More attention should be directed to the estimation of the realization of modern agrarian policy by the state, the study of its fundamental foundations and strategic orientation, the definition of basic goals. Agrarian policy should be comprehensive and designed to address large-scale economic, organizational, social, scientific, technical and innovative problems of the development of the agrarian sphere of the economy in the long term, proceeding from the needs and possibilities of the country, ensuring the priority development of agriculture.

Русский. Раскрыты проблемы отечественной аграрной экономической науки в России, актуальные по состоянию на 2017 г., и даны основные направления ее развития. Высказан ряд предложений, связанных с улучшением деятельности аграрных экономических научно-исследовательских институтов, планирования и методологии проведения научных исследований по аграрной экономике и их координации. Отмечается, что аграрная экономическая наука переживает переходный период со всеми вытекающими отсюда трудностями и неопределенностью. Традиционно роль аграрной экономической науки заключается в выявлении и выработке системы эффективных организационно-экономических мер по предупреждению, частичному устранению, ликвидации или смягчению негативных тенденций в развитии АПК, активизации государственной аграрной политики в целях обеспечения национальной продовольственной безопасности и повышения жизненного уровня сельского населения. Поэтому без разработки новой аграрной политики и без придания ей официального государственного статуса разрозненные научные разработки, законодательно не подкрепленные необходимым государственным финансированием, имеют сравнительно невысокую вероятность практической реализации. В текущих аграрных экономических исследованиях недостаточна проработка вопросов перспектив развития аграрной сферы экономики вследствие недооценки теоретических обоснований проводимых реформ. Больше вниманя следует уделить оценке реализации государством современной аграрной политики, исследованию ее фундаментальных основ и стратегической направленности, определению базовых целей. Аграрная политика должна носить комплексный характер и быть рассчитана на решение крупномасштабных экономических, организационных, социальных, научно-технических и инновационных проблем развития аграрной сферы экономики в долгосрочной перспективе, исходя из потребностей и возможностей страны, обеспечения приоритетного развития сельского хозяйства.
