"Government-people" relations as the basis of the strategy of development of rural areas and the country in general | Отношения "власть-народ" как основа стратегии развития сельских территорий и страны в целом

Английский. The current state of agriculture and rural social sphere in the context of the key indicators is evaluated. It is concluded that the crisis of the industry has not been overcome yet, and in some areas, including education, health, culture and recreation it continues to deteriorate. It is shown that the basic determinants of the socio-economic situation of rural areas are mostly of managerial nature, and the condition of these objects depends mainly on the quality of public administration. The provision that the latter is determined by the efficiency of the mechanism of development and realization of the potential of rural areas in the RF in general is justified. The efficiency, in turn, depends on such factors as the presence of a full-fledged local self-government and the conditions for development of small entrepreneurship in rural areas, indicating the state of social-economic relations. Given that their core is the relations system "government-people", it is concluded that measures for improvement of the efficiency of state management in agriculture, rural social sphere and RF economy should start with the improvement of this system. Currently it is in poor condition and is a major obstacle to social-economic development of rural areas. There are proposed the main directions of its improvement: the decentralization of state administration, creating the vertical balance of power, putting the interests of the majority at the head of social-economic policy, the formation of inter-level, including inter-budgetary relations on the basis of economic methods of management. The strategy of socio-economic development of rural areas the RF needs to be focused on the solution of these problems.

Русский. Проведена оценка текущего состояния сельского хозяйства и социальной сферы села по ключевым показателям. Сделан вывод, что кризис в отрасли еще не преодолен, а в отдельных областях, включая образование, здравоохранение, культуру и отдых, продолжает усугубляться. Показано, что основные факторы, определяющие социально-экономическое положение сельских территорий, преимущественно имеют управленческую природу, а состояние данных объектов главным образом зависит от качества государственного управления. Обосновано положение о том, что последнее определяется эффективностью механизма развития и реализации потенциала сельской территории РФ в целом. Эффективность, в свою очередь, зависит от таких факторов, как наличие полноценного института местного самоуправления и условий для развития малого предпринимательства на селе, свидетельствующих о состоянии общественно-экономических отношений. Учитывая, что ядром этих отношений является система отношений "власть-народ", сделан вывод, что меры по повышению эффективности государственного управления сельским хозяйством, социальной сферой села и экономикой РФ следует начинать с совершенствования названной системы. В настоящее время она находится в неудовлетворительном состоянии и является главным препятствием на пути социально-экономического развития села. Предложены основные направления ее совершенствования: децентрализация государственного управления, создание баланса власти по вертикали, постановка интересов большинства населения во главу социально-экономической политики, формирование межуровневых, в т. ч. межбюджетных отношений на базе экономических методов управления. Стратегия социально-экономического развития села и РФ в целом должна быть ориентирована на решение перечисленных задач.
