Английский. The model of increase of financial stability of agricultural borrowers is developed. The financial stability of agrarian formations as potential borrowers is analyzed. Based on the analysis of the indicators of financial stability of agricultural enterprises it is concluded that the lack of own financial resources makes agricultural firms in financially unstable potential borrowers. To solve this problem the model improve the financial sustainability, the basic idea of which is to mobilize the net profit of agricultural enterprises through the use of tax optimization, raising funds by issuing shares was proposed. To increase the net profit of agricultural companies must continuously analyze their financial results by choosing between two special preferential tax regimes, namely the regime for the payment of the single agricultural tax and simplified taxation system. If agricultural firms are operating on the General tax regime then it is appropriate for them to apply the depreciation bonus, the non-linear method of depreciation and increasing coefficients to the depreciation rate. The possibility to save on compulsory insurance contributions is considered. Issue of shares may become a promising source of funds increasing the financial sustainability of agricultural enterprises if the activity of agrarian formations directly or indirectly tied to innovative production. The state should support the agricultural sector by allowing the issue of shares with a guarantee of return to your investors. This mechanism will help to encourage investment in the promotion of agrarian formations. The proposed activities will allow increasing their own sources of financing of the agricultural organizations. Therefore, they increasingly will be able to apply for Bank loans to start or to continue to increase the pace of production activities.

Русский. Разработана модель повышения финансовой устойчивости аграрных заемщиков. Проанализирована финансовая устойчивость аграрных формирований как потенциальных заемщиков. На основе анализа приведенных показателей финансовой устойчивости сельхозпредприятий сделан вывод: недостаток собственных финансовых ресурсов превращает агрофирмы в финансово неустойчивых потенциальных заемщиков. Для решения этой проблемы предложена модель повышения финансовой устойчивости, основная идея которой – мобилизация чистой прибыли сельскохозяйственных предприятий посредством применения налоговой оптимизации, привлечение средств путем эмиссии акций. С целью увеличения чистой прибыли сельхозпредприятия должны постоянно анализировать свои финансовые результаты, выбирая между двумя льготными специальными налоговыми режимами – режимом по уплате единого сельскохозяйственного налога и упрощенной системой налогообложения. Если агрофирмы функционируют на общем налоговом режиме, то им целесообразно применять амортизационную премию, нелинейный способ начисления амортизации и повышающие коэффициенты к норме амортизации. Рассмотрена возможность экономить на обязательных страховых взносах. Эмиссия акций может стать перспективным источником средств, повышающим финансовую устойчивость сельхозпредприятий, если деятельность аграрных формирований прямо или косвенно связана с инновационным производством. Государство должно поддержать аграрный сектор, разрешив эмиссию акций с гарантией возврата вложений инвесторов. Данный механизм поможет стимулировать инвестиции в акции аграрных формирований. Предложенные мероприятия позволят увеличить собственные источники финансирования сельскохозяйственных организаций. Поэтому они в большей степени смогут претендовать и на банковские кредиты, чтобы начать или продолжить наращивать темпы производственной деятельности.
