Английский. The basic directions of economic regulation of reproduction in the agricultural sector, which include pricing, budget, credit, tax, insurance and other components formulated. It is noted that in modern conditions the regulation is based on rational combination and relationship between the market regulation and active influence of the state on the processes occurring in the agricultural sector. The analysis showed that in 2010-2016 there were negative trends in each of the mentioned elements of economic regulation. The dynamics of market prices are unstable, there are considerable differences in price indices of agricultural producers in the subjects, the growth in the price disparity of between agricultural sector fields (in the recent years, the largest disparity is observed between agriculture and manufacture of food products, including beverages and tobacco). The volume of financing the industry within the state support is below the level allowed by the WTO. The tax burden for domestic producers remains high. The budget subsidizing of agricultural producers aimed at the compensation of a part of interest on attracted bank loans is more than 60% of all subsidies from the consolidated budget allocated to agriculture. In these conditions, there has developed a significant regional differentiation in the distribution of investments in the agricultural sector. The volume of investments in fixed capital in agriculture oftener falls than rises. An analysis of the national insurance market revealed the inadequacy of the current insurance rates to the actual size of damages. Thus, the existing economic regulation does not fully encourage the development of reproduction processes in the agricultural sector, and needs improving both each element of the economic mechanism separately, and as a whole. For each of the mentioned elements of economic regulation directions for improving and enhancing their effectiveness are proposed.

Русский. Сформулированы основные направления экономического регулирования воспроизводства в АПК, которые включают в себя ценовую, бюджетную, кредитную, налоговую, страховую и др. составляющие. Отмечено, что в современных условиях регулирование осуществляется на основе рационального сочетания и взаимосвязи между рыночным регулированием и активным воздействием государства на процессы, происходящие в агропромышленном комплексе. Проведенный анализ показал, что в 2010-2016 гг. наметились негативные тенденции в каждом из перечисленных элементов экономического регулирования. Динамика рыночных цен нестабильна, наблюдаются значительные различия в индексах цен производителей с.-х. продукции в субъектах РФ, рост диспаритета цен между сферами АПК (в последние годы наибольший диспаритет наблюдается между сельским хозяйством и производством пищевых продуктов, включая напитки, и табака). Объемы финансирования отрасли в рамках государственной поддержки ниже уровня, разрешенного ВТО. Налоговое бремя для отечественных сельхозтоваропроизводителей остается высоким. Предоставление бюджетных субсидий с.-х. товаропроизводителям, направленных на компенсацию части процентной ставки по привлеченным банковским кредитам, занимает более 60% всех субсидий из консолидированного бюджета, направляемых в АПК. В этих условиях сложилась существенная дифференциация регионов в распределении инвестиций в АПК. Объемы инвестиций в основной капитал в сельском хозяйстве чаще снижаются, чем растут. Анализ национального страхового рынка выявил неадекватность действующих страховых тарифов фактическим размерам ущербов. Таким образом, действующее экономическое регулирование не в полной мере стимулирует развитие воспроизводственных процессов в аграрном секторе экономики и нуждается в совершенствовании как каждого элемента экономического механизма в отдельности, так и его в целом. По каждому из перечисленных элементов экономического регулирования предложены направления по совершенствованию и повышению их эффективности.
