Estimation of a technological level of an agriculture of region: methodical aspects | Оценка уровня научно-технического развития сельского хозяйства региона: методические аспекты

Английский. The problem of scientific and technical development of agriculture at a regional level is discussed. The condition and level of development of a science and innovations with which the Federal program of Scientific and Technical Development of Agriculture for 2017-2025 has started is estimated. The later introduction of statistical observations in agriculture is underlined within the limits of section "Science and innovations". The information which has appeared in 2016 testifies that this field of activity noticeably concedes to branches of extraction of minerals, processing industry and distribution of electric power, gas and water, and also communications, activity connected with use of computer facilities and information technologies. Calculations show high investment and labour input of technological innovations of agricultural production. The analysis of structure of expenses for technological innovations has been carried out. A conclusion is made that the innovative activity of agricultural organizations is very low, almost equal to the innovative level of products made by them, works, services. The correlation analysis of the information on science and innovations in constituent entities of the Russian Federation has shown high closeness of relationship between the number of personnel, internal expenses of scientific organizations and number of advanced industrial technologies developed by them at weak influence on the innovative activity of organizations. Comparison of the parameters of innovative activity in the federal districts of the Russian Federation in 2016, and also in the Volga Federal District has been conducted. It is shown that the Russian regional innovative index does not reflect adequately the innovative level of agriculture of the region. When studying and predicting the scientific and technical development of agriculture of the region it is invited to tale into account broader the economic indicators of the production development, reproduction processes and laws of scientific and technical development.

Русский. Обсуждается проблема научно-технического развития сельского хозяйства на региональном уровне. Оценивается состояние и уровень развития науки и инноваций, с которого стартовала "Федеральная программа научно-технического развития сельского хозяйства на 2017-2025 гг.". Указывается на позднее введение статистических наблюдений в сельском хозяйстве в рамках раздела "Наука и инновации". Появившаяся в 2016 г. информация свидетельствует о том, что эта сфера деятельности заметно уступает отраслям по "добыче полезных ископаемых, обрабатывающей промышленности и распределения электроэнергии, газа и воды", а также "связи, деятельности, связанной с использованием вычислительной техники и информационных технологий". Расчёты демонстрируют высокую затратность и трудоёмкость технологических инноваций с.-х. производства. Проведен анализ структуры затрат на технологические инновации. Сделан вывод о том, что инновационная активность с.-х. организаций крайне низка, почти равна инновационности производимой ими продукции, работ, услуг. Корреляционный анализ информации о науке и инновациях в субъектах РФ показал высокую тесноту связи между численностью персонала, внутренними затратами научных организаций и числом разработанных ими передовых производственных технологий при слабом влиянии на инновационную активность организаций. Проведено сопоставление показателей инновационной деятельности в федеральных округах Российской Федерации в 2016 г., а также в регионах Приволжского федерального округа. Показано, что Российский региональный инновационный индекс не отражает адекватно уровень инновационности сельского хозяйства региона. При исследовании и прогнозировании научно-технического развития сельского хозяйства региона предлагается шире учитывать экономические показатели развития производства, воспроизводственные процессы и законы научно-технического развития.
