Eurasian agricultural technology platform as a development mechanism for the market of scientific-technical products in the countries of Eurasian Economic Union | Евразийская сельскохозяйственная технологическая платформа - механизм развития рынка научно-технической продукции в странах ЕАЭС

The underdevelopment of the market of scientific and technical products (MSTP) is the issue, which does not allow to fully benefit from scientific achievements, as a result, the majority of promising scientific developments are not in demand. The consolidation of states within the Eurasian Economic Union (EAEU) on condition of competent alignment of economic relations based on cooperation, concentration of resources and application of long-term planning gives significant advantages in the formation of a united MSTP. The Eurasian agricultural technology platform (EATP) was arranged to carry out systematic work to accumulate advanced national and world achievements in scientific and technical development of agroindustrial sector, mobilizing the scientific potential of member states for joint solution of applied problems in agriculture of EAEU member states, the development of innovative products and their introduction into the agroindustry. Therefore, the purpose of this work was to study the EATP as one of the development mechanisms for the united MSTP of the EAEU countries. The selection and expert analysis of innovative projects for implementation at the MSTP is carried out at the EATP site. As a result of the study, the basic principles for the formation of the united MSTP were identified. There are commercialization and use of the results of intellectual activity, increasing costs for science and innovations, government support for the implementation and use of inventions, reducing the technological gap between EAEU members and more developed countries.

Неразвитость рынка научно-технической продукции (РНТП) не позволяет в полной мере получать отдачу от научных достижений, в результате чего большинство перспективных научных разработок оказываются не востребованными. Объединение государств в рамках Евразийского экономического союза (ЕАЭС) при компетентном выстраивании экономических отношений на основе кооперации, концентрации ресурсов и применения долгосрочного планирования дает значительные преимущества формирования единого РНТП. Евразийская с.-х. технологическая платформа (ЕСХТП) создана с целью проведения системной работы по аккумулированию передовых национальных и мировых достижений научно-технического развития в сфере АПК, мобилизации научного потенциала государств-членов для совместного решения прикладных задач в сельском хозяйстве стран ЕАЭС, разработке инновационных продуктов и их внедрению в агропромышленный комплекс. Целью работы явилось исследование ЕСХТП как одного из механизмов развития единого РНТП стран ЕАЭС. На площадке ЕСХТП проводится отбор и экспертный анализ инновационных проектов для реализации на РНТП. В результате проведенного исследования определены основные принципы формирования единого РНТП: коммерциализация и использование результатов интеллектуальной деятельности, увеличение затрат на науку и инновации, государственная поддержка реализации и использования изобретений, сокращение технологического отставания от более развитых стран.
