Statistical assessment of competitiveness in agrarian sector of Russia | Статистическая оценка конкурентоспособности аграрного сектора России

There is given a statistical assessment of the competitiveness of domestic agriculture at all levels of its functioning: from the level of production of certain types of products and enterprises to the macroeconomic level. The competitiveness of the national agriculture, the dynamics and structure of food exports and imports were considered separately. In recent years, there have been a number of positive trends: the structure of exports is improving, due to the growth in its share of agricultural products; the share of imports is reduced due to the implementation of the import substitution strategy of the industry development, the competitive positions of domestic agricultural producers are being strengthened. A comparative analysis of the agrarian sector with other economic activities showed that despite the faster growth of GVA in agriculture and its efficiency, the overall impact on economic growth is limited due to the low share of the sector in the GDP structure. The study of mutual relations of the industry with the first and third spheres of the agro industrial complex allowed us to conclude that even now there are processes of seizure of income from the agrarian sphere, which certainly affects the resource potential of the industry and investment attractiveness. The necessity of studying competitiveness in the context of farm categories and territory is substantiated. Based on the cluster analysis, a conclusion was made about the target approach in the state agrarian policy, taking into account the specifics of the development of regions and the level of their competitiveness in the domestic and foreign markets.

Приводится статистическая оценка конкурентоспособности отечественного сельского хозяйства на всех уровнях его функционирования: от уровня производства отдельных видов продукции и предприятий (микроуровень) до макроэкономического уровня. Отдельно рассмотрена конкурентоспособность национального сельского хозяйства, динамика и структура экспорта и импорта продовольствия. В последние годы наблюдается ряд положительных тенденций: улучшается структура экспорта в связи с ростом в ней удельного веса с.-х. продукции; сокращается доля импорта благодаря реализации импортозамещающей стратегии развития отрасли, укрепляются конкурентные позиции отечественных с.-х. производителей. Сравнительный анализ аграрной сферы с другими видами экономической деятельности показал, что, несмотря на опережающие темпы роста ВДС сельского хозяйства, а также его эффективности, общее влияние на экономический рост ограничено вследствие низкой доли сектора в структуре ВВП. Изучение взаимоотношений отрасли с первой и третьей сферами АПК позволило заключить, что и в настоящее время наблюдаются процессы изъятия доходов из аграрной сферы, что отражается на ресурсном потенциале отрасли и инвестиционной привлекательности. Обоснована необходимость изучения конкурентоспособности в разрезе категорий хозяйств и по территории. На основании кластерного анализа сделан вывод о целевом подходе в государственной аграрной политике, учитывающем особенности развития регионов и уровень их конкурентоспособности на внутреннем и внешнем рынках.
