Dairy cattle breeding of Russia: economic problems and ways of their decision | Молочное скотоводство России: экономические проблемы и пути их решения

Английский. The article was written using the basic provisions of the report at Bureau of Department of Agricultural Sciences of RAS of 31.01.2019. The reasons of current situation in the market of milk and dairy products are identified, including: decrease in the general market capacity of milk and steady growth of its prime cost; the non-equivalence of exchange connected with irrational pricing on milk; the continuing reduction of a livestock of cows, especially in farms of the population; low marketability of production of milk, especially in farms of the population; low rates of gain of production of milk due to insignificant quantity of again constructed, reconstructed and modernized dairy complexes and farms. Measures of increase in stability of maintaining domestic dairy cattle breeding are proposed: transition from regulation to management, from forecasting to planning of development of dairy cattle breeding through establishment of the state task not only on production of milk for each region, but on growth of a livestock of cows; to create the effective mechanism of the state influence directed to increase in efficiency and competitiveness of dairy cattle breeding; to avoid decreasing in production of milk in the country in the conditions of steady reduction of its production in farms of the population; to increase domestic breeding resources of the leading breeds of the dairy cattle; to improve the mechanism of distribution of budgetary funds; to improve legislative support to the system of measures of development of development of dairy cattle breeding.

Русский. При написании статьи использованы основные положения доклада на бюро Отделения с.-х. наук РАН 31.01.2019 г. Выделены основные причины сложившейся ситуации на рынке молока и молочных продуктов, в т.ч.: снижение общей емкости рынка молока и неуклонный рост его себестоимости; неэквивалентность обмена, связанная с нерациональным ценообразованием на молоко; продолжающееся сокращение поголовья коров, особенно в хозяйствах населения; низкая товарность производства молока, особенно в хозяйствах населения; низкие темпы прироста производства молока за счет незначительного количества вновь построенных, реконструированных и модернизированных молочных комплексов и ферм. Предложены меры повышения устойчивости ведения отечественного молочного скотоводства: переход от регулирования к управлению, от прогнозирования к планированию развития молочного скотоводства через установление государственного задания не только по объемам производства молока для каждого региона, но по росту поголовья коров; создать эффективный механизм государственного воздействия, направленный на повышение эффективности и конкурентоспособности молочного скотоводства; не допустить снижения производства молока в стране в условиях неуклонного сокращения его производства в хозяйствах населения; наращивать отечественные племенные ресурсы ведущих пород молочного скота; улучшить механизм распределения бюджетных средств; улучшить законодательное обеспечение системы мер развития молочного скотоводства.
